SSDM-7041: ExperimentBasedArchivingTask extended including tests. The task does nothing in case of ongoing archiving. CommandQueueLister.getCommandQueueInfos() and DataSetCommandExecutor.getCommandQueueInfos() implemented for that purpose but not used because there might be staled command queue files. Instead archiving status is used to check ongoing archiving.
