SSDM-12855 Made TS vector creation smarter so that when the value to index is too large it gets truncated until its size is sufficiently small to produce a TS vector of size less than 1 MB.

SSDM-12855 : TS Vector too big when migrating : apply TS vector changes to the new db version (189) that was created in the meanwhile within SSDM-12850

SSDM-12855 Lowered the truncation limit because the previous one produced too big TS Vector after all.

SSDM-12855 Added truncation to the places where TS vector is calculated to prevent it from being larger than 1MB.

SSDM-12808 Changed declaration of safe_double() and safe_timestamp() functions to utilise CREATE OR REPLACE.

SSDM-9367: remove 'SET default_table_access_method = heap;' from test database dump because it doesn't work for PostreSQL 10 or lower
