BIS-291 / SP-432: Change Evaluator cache from thread-local to global.... 

BIS-291 / SP-432: Change Evaluator cache from thread-local to global. Prepopulate cache on creation. Limit cache size by value defined in service.properties. Limit caching only to managed properties (caching of dynamic properties and validation scripts removed).
