[LMS-2260]: the first user logging in and having id starting with "etlserver"... 

[LMS-2260]: the first user logging in and having id starting with "etlserver" gets ETL_SERVER permissions. This prevents the DSS from "stealing" the ADMIN account from the first logged user.
