SSDM-4999 : Project Authorization - Step 0: 

- extend RoleWithHierarchy with new project roles
- add configuration switch to enable/disable project level authorization (disabled by default)
- hide the new roles in all the places where they would automatically appear (show them only if the new feature is enabled)
- extend/fix automated tests to cover new roles
