SP-592, BIS-387: revert throwing exception in createServiceUrl() but ping... 

SP-592, BIS-387: revert throwing exception in createServiceUrl() but ping service in basic createService(). Thus, service.getVersion() in EncapsulatedOpenBISService.RetryingOpenBisCreator is no longer needed.
