Bis 1031 rdf vocabulary weirdness

Usage: I used it with rdf_schema_sphn_dataset_release_2024_2_with_data.ttl as main file snomed-ct-CH-20231201.ttl as additional ontology.

Please note, my new tests are disabled at the moment. The tests have issues, a fix is found on branch BIS-1031-RDF-test-fixes. The fixes contain some changes to the code and I did not want to include them because the output of this branch is working.
